Firefox Fails to Download HP Drivers

I just came across a weird bug / situation in Firefox. First, visit the following printer product page at HP:

Drivers for HP DeskJet 3650 (Full Setup Program)

The page linked to above links to a .exe setup file located on HP's FTP server. This file is located at:

ftp://ftp.hp.com/pub/softlib/software2/COL4000/dj-13138-3/3600_enu_win2k_xp.exe

But when I click on that link in Firefox, Firefox thinks that the .exe file is a directory, and not a downloadable (binary) file.

HP FTP Server Failure

I used CuteFTP to navigate to this file and was able to download it.

Does anyone know why I am unable to download this file through Firefox? Is something misconfigured on HP's FTP server?

Update: after a few hours have gone by (and after the computer has been restarted), I can now download the file through Firefox. This is weird. I wonder if this is a Firefox bug that is sporadically triggered by some rare chain of events ...
